Currently, we are in search of an Assistant City Engineer. See the essential duties and responsibilities below. We will be selecting applicants for this position.


Essential Duties & Responsibilities:

  • Supervisory responsibilities include recommending employment decisions regarding hiring/termination; planning, coordinating and supervising the execution of projects, work assignments and workloads; assisting in staff development and training; and providing timely, accurate and thorough performance reviews; and making recommendations on developing budget for supplies.
  • Assists the City Engineer in administration and management of department activities.
  • Assists the City Engineer in regulating the floodplain and as Floodplain Manager for the City.
  • Assists in the development of the city's capital improvement program.
  • Participates in master planning of infrastructure needs for the City.
  • Reviews and recommends modifications to design guidelines, construction specifications, and construction details.
  • Develop divisional policies and procedures and short- and long-term objectives.
  • Understands and interprets blueprints, schematic drawings, and layouts to ensure compliance with specifications and other requirements.
  • Supervise construction inspections of subdivisions and capital improvement projects, including streets, drainage systems, water and wastewater systems, reuse systems, and environmental protection measures
  • Attend City Council and Planning & Zoning meetings as required; interface with other City and community organizations, as requested.
  • Prepares various written documents including regular monthly reports, and special reports regarding Engineering Department operations and Capital Improvement projects, as requested by City Engineer.
  • Responsible for understanding and executing emergency management procedures in the event of an emergency.

Capital Improvement

  • Manage, prepare and present 5-year and 10-year planning of Capital Improvement Program for Transportation, Water, Wastewater and Facilities projects to both the Planning and Zoning Commission and City Council annually.
  • Prepare and develop Master Plan Updates as needed.
  • Prepares Requests for Qualifications, reviews Statements of Qualifications/negotiates Professional Service Contracts.
  • Serves as project manager on engineering contracts for special studies and/or project design, and on issues relating to modifications or amendments to public policy issues.
  • Plans, directs and coordinates engineering design and construction of public infrastructure projects as part of the Capital Improvement Program.
  • Conducts and supervises field inspections of municipal contract construction and repair work including maintaining records, preparing change orders, authorizing payments to contractors, consultants and vendors, and ensuring all phases of construction meets contract specifications.
  • Performs and supervises plan checks and design review for adherence to codes and acceptable engineering standards and make various recommendations for improvements.
  • Applies for, secures, and reviews permits required by County, State and Federal jurisdictions for projects under the control of the City.

Development Review

  • Interpret, amend, or update codes and standards as necessary; remain current regarding developing trends and innovative engineering applications and changes in federal, state, and local regulatory practices.
  • Attend Development Review Committee meetings as required; interface with other development services related departments such as Planning & Building Inspection.
  • Review subdivision and site development applications for compliance with City codes and construction standards and generally accepted engineering practice; inspect subdivisions after completion and as needed during construction to monitor compliance.
  • Assess and troubleshoot projects and processes.
  • Represent the engineering department and/or the City in meetings with developers, state, county or municipal representatives or other City staff members. Report results, follow up on commitments and make decisions as authorized.
  • Manage City's Environmental Compliance for City's Municipal Separate Storm Sewer System (MS4) Storm Water Management Plan (SWMP) and Illicit Discharges as mandated by Texas Commission on Environmental Quality (TCEQ).
  • Other duties as assigned.

Education/Experience/Certification Qualifications

  • Formal Education: Bachelors of Science Degree in Civil Engineering and/or related field
  • Relatable Work Experience: 6 years of professional engineering experience (preferably in a municipality or comparable public agency) in development or public works engineering with emphasis in utility, street, and drainage projects; At least one (1) year of lead or supervisory experience; increasingly responsible experience highly desirable.
  • Training (Licenses(s) and/or Certification(s): Professional Engineering Registration by the State of Texas or ability to gain registration in Texas within 6 months of employment (date of hire); Valid Class C Texas driver's license and good driving record.
