Supervises the activities of the water personnel in carrying out the required operational, maintenance and repair duties of the municipal water wells and surface water treatment plant, to insure activities related to the operation and repair of the facilities meet the state and federal governmental regulations as specified in the issued permits. Inspect facilities and review all water quality and operational data to ensure maximum operational efficiency.

With minimum supervision, leads the treatment crew in performing required daily tasks. Interfaces with other water department personnel, city administrators, other utility departments and the general public. Work also involves distributing drinking water, testing and monitoring water quality, and operating the SCADA system.


Essential Duties & Responsibilities

  1. Directly supervises the water treatment crew in the required operational and maintenance duties of the water wells / surface water treatment plant.
  2. Assists in preparing and maintaining plant records, both operational and regulatory.
  3. Performs the required operational laboratory tests.
  4. Advises the Water Treatment Foreman of needed maintenance in the plants.
  5. Responsible for the training of new employees assigned to the treatment crew.
  6. Communicates with all utility personnel regarding plant and distribution system optimal set points.
  7. Directs or calibrates all automatic chemical feeding systems; responds to alarms related to equipment malfunctions and failures.
  8. Performs control room duties. Collaborates with operators and the integrator to optimize the treatment processes using technology and the HMI / SCADA system.
  9. Works with hazardous chemicals.
  10. Performs On-Call duties; Weekend and Holidays.
  11. Receives chemical shipments and maintains an inventory of treatment chemicals.
  12. Other duties as assigned

Knowledge/Skill Requirements

  • Knowledge of water treatment principles and ability to make the necessary adjustments and changes to operational controls as needed.
  • Knowledge of State and Federal regulations governing the treatment of surface and ground water.
  • Knowledge of the mechanical components of water treatment plants.
  • Knowledge of basic computer skills.
  • Ability to work with minimum direct supervision.
  • Ability to communicate effectively verbally and in writing.
  • Ability to read meters, gauges and instruments.
  • Ability to operate and provide technical support of SCADA system.
  • Knowledge of the various chemicals found in the water treatment process.

Education/Experience/Certification Qualifications

  • High School diploma or equivalent.
  • 5+ years' experience in operating and maintaining water treatment plants.
  • Minimum of Grade B Surface Water License
  • Valid Texas Driver's License

Physical Job Requirements

  • Ability to lift up to 80 pounds.
  • Ability to safely operate machinery and vehicles.
  • Ability to remove and repair mechanical components of the treatment plant.

Working Conditions

  • Ability to work outdoors and under extreme weather conditions.
  • Will work on-call and to respond to emergencies beyond the normal 40-hour work week.
  • Will work around hazardous chemicals; Must possess knowledge of the various chemicals found in the treatment plant.
  • Will work around loud machinery noise; Must protect from hearing loss associated with this hazard.
