Provides direction and supervision to City water operations and maintenance functions.

Manages a department budget of $2.0+ million annually.  Supervises supervisory and non-exempt personnel.  Interfaces directly and frequently with City management, City Council members, State Officials, external vendors and contractors, and the general public.

Essential Duties & Responsibilities

  1. Hire and supervise department staff to ensure effective and efficient operations; assign, schedule, and review work; deliver or provide for work-related training/education; complete performance evaluations; conduct counseling and take disciplinary measures as indicated; terminate the employment of personnel, as required.
  2. Implement and monitor the progress of capital improvement projects related to utility operations; ensure compliance with mandated standards and City, state, and federal regulations.
  3. Prepare department budget and monitor budget expenses; review and approve departmental material requisitions and work orders.
  4. Gather, compile, analyze, and evaluate data regarding water operations and service; make appropriate recommendations for improvements
  5. Ensure compliance with City, state, and federal regulations; establish and ensure compliance with departmental department policies and procedures, especially with regard to safety.
  6. Investigate citizen complaints regarding water services and take or recommend appropriate corrective action.
  7. Attend City Council meetings and address inquiries from City Council members; prepare special reports as requested by City management or the Council.
  8. Other duties as assigned.

Knowledge/Skill Requirements

  • Advanced knowledge pertaining to the construction, operation, and maintenance of water plants and infrastructures.
  • Sound working knowledge of and ability to apply general management principles and the City's personnel policies and procedures
  • Good understanding of the budgeting process, applicable City, state, and federal regulations/guidelines pertaining to areas of responsibility, and overall City operations.
  • Ability to establish and maintain professionally effective relationships with external publics/vendors, internal management and non-management employees, and City and other government officials.
  • Good communication (verbal and written) and analytical skills.
  • Proficient use of word processing, spreadsheet, and data inquiry software.

Education/Experience/Certification Qualifications

  • 8+ years of progressively responsible experience, including 3+ years of experience in a managerial capacity.
  • TCEQ Grade A Water Works Operator Certificate; Class A Operator Certificate
  • Valid Class C Texas driver's license

Physical Job Requirements

  • Verbal and written communication
  • Effective operation of computer and other standard office equipment.

Working Conditions

  • Office environment and Outdoors throughout the year; extreme weather conditions
  • Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
  • On call 24 hours a day, 7 days a week.
