The PSAP Manager is responsible for overseeing the day-to-day operations and technical support for 911 operations and police dispatching services, training functions, quality assurance programs and special projects.

Exercises high levels of judgment, discretion, and initiative.  Applies professional knowledge and expertise to solve complex problems; frequently interfaces with the general public, department personnel and management, and state, federal, and local government representatives.


  1. Communicates with the general public, subordinates, other City employees, management, vendors, outside agency personnel and other emergency services providers in order to ensure proper emergency services to the public and compliance with communications procedures/regulations;
  2. Serves as PSAP Manager for the agency and acts as the liaison with regional partners.
  3. Handles day-to-day procedural questions and personnel issues that arise, which includes scheduling requests, conducting audits, and handling performance and disciplinary issues.
  4. Develops and updates Communication Division manuals to include standard operating procedures, training manuals and quality assurance programs.
  5. Supervises the shift supervisors.
  6. Participated in the budgetary process by identifying needs and writing justifications for personnel and resources needs.
  7. Researches new equipment, systems and technology issues and writes justifications and proposal for consideration.
  8. Accumulates, analyzes and reports statistical data to determine operational effectiveness and makes presentations to internal and external groups.
  9. Acts as Liaison with for the Division with the different partners and stakeholders.
  10. Assists with short and long term projects and direction of the Division.
  11. Responsible for preparing for and overseeing audits.
  12. Keeping abreast of new legislation, standards or requirements that impact the Division.
  13. Assist with Division related projects as assigned.
  14. Other related duties as assigned.

  • Sound working knowledge of a wide range of police communication issues; and operations of the Criminal Justice and Law Enforcement Systems
  • Ability to organize and maintain detailed records; complete and necessary paperwork and meet deadlines
  •  Excellent communication (verbal and written), analytical, organizational, and interpersonal skills.
  • Ability to establish and maintain professionally effective working relationships with law enforcement personnel, the general public, and representatives of state, federal, and local government agencies.
  • Strong public speaking skills and ability to give presentations are necessary.


Bachelor's Degree in Criminal Justice, Business Administration, Public Administration, or related field.

3 years of experience in a law enforcement communication center.

Or, any equivalent combination of education and experience that provides the requisite knowledge, skills, and abilities.

Valid Class C Texas Driver's license.
