Under the direction of the City Engineer, manages construction projects with public infrastructure including water, wastewater, streets, parks, drainage and City-owned facility projects to ensure compliance with applicable city and state specifications, approved plans, ordinances, safety standards and other environmental requirements. Responsibilities include ensuring that effective and efficient construction management processes and quality control systems are in place for day-to-day operations. Serves as the Citys public infrastructure construction liaison and coordinates with construction contractors, project managers, residents, project engineering consultants and City management throughout construction.

This position must be able to think strategically and exercise considerable initiative and independent judgment.


  • Provide construction management for the entire construction process
  • Supervise and oversee capital improvement project inspections for compliance with City codes and ordinances and construction standards.
  • Coordinate the activities of multiple parties, including design consultant, contractor, testing lab, and the public
  • Attend and/or conduct meetings including but not limited to pre-bid meetings, bid openings, pre-construction conferences, and construction progress meetings
  • Maintain records and prepares technical reports
  • Communicate and coordinate with regulatory agencies as needed to expedite construction
  • Ensure a project is completed on time and within the allocated budget allowance.
  • Monitor and report project details, including progress, risks and opportunities in a timely manner
  • Ensure all changes to specifications, work scope and drawings are documented
  • Participate in amending or updating construction standards and standard details
  • Project Planning and Design Tasks
  • Complete constructability plan reviews during design phase
  • Provide constructability input as to alternate design options that can result in cost savings or claims avoidance
  • Assist City Engineer with preparing department budget and developing annual capital improvement plans
  • Construction Management and Quality Assurance and Quality Control Observation
  • Oversee construction management and construction inspection services for all capital infrastructure
  • Performs final walkthroughs and issue punch list
  • Review and authorize pay applications
  • Provide information for change order negotiation
  • Notify contractor of non-conforming work Makes field decisions on various jobs to keep projects moving forward;
  • Document observations (including photographs) and discussions in the field, discussions from meetings, responses to submittals, and decisions made during phone calls or in emails
  • Verify that contractors are keeping a record set of as-builts updated monthly throughout the life of the project
  • Quality Management
  • Make recommendations concerning construction issues
  • Review "as-builts" for accuracy
  • Manage the close-out process, including preparation of punch lists, coordinating start-up/commissioning/training activities, receiving final documentation, such as O&M manuals and warrantees, confirming completion of all work, establishing the warranty period, recommending final payment, and scheduling the 11-month follow-up inspection


  • Extensive knowledge of construction management methods, procedures and practices including vertical and horizontal construction
  • Extensive knowledge of safety standards, guidelines and specification codes
  • Extensive knowledge of construction plan review, specifications, construction contracts, processing and compliance requirements for public construction projects
  • Extensive knowledge of street, sidewalk and concrete construction methods, practices, and materials
  • Extensive knowledge of inspecting water and wastewater civil construction projects
  • Extensive knowledge of proper safety practices and procedures and regulations applicable to work being performed
  • Extensive knowledge of implementing construction contracts
  • Working knowledge of effective planning and coordination techniques
  • Working knowledge of word processing, spreadsheet, and database computer software; ability to operate computer and other standard office equipment
  • Skilled in project and time management
  • Skilled in resolving problems or situations
  • Ability to inspect all aspects of ongoing construction work to verify conformance to the construction contract documents
  • Ability to handle multiple priorities and flexibility in accommodating shifting priorities, demands, and schedules
  • Ability to coordinate multiple tasks and deadlines; and to effectively delegate tasks to staff
  • Ability to maintain field and office records
  • Ability to perform quantity and engineering computations
  • Ability to read and understand construction plans and specifications
  • Ability to effectively communicate, both oral and written, with all levels of employees and skilled workers
  • Ability to effectively manage time-sensitive deadlines with changing priorities
  • Ability to clearly and concisely communicate (orally and written) with contractor and Engineering personnel
  • Ability to review and understand submittals and other construction documentation
  • Ability to determine quantities of work items installed and review related contractor pay applications
  • Ability to complete a daily construction report clearly documenting daily construction and related activities
  • Ability to establish and maintain effective relationships with external publics/vendors, internal management and non-management employees, and City and other government officials
  • Ability to operate assigned City vehicle in accordance with safe and effective driving practices
  • Graduation with an Associate's Degree from an accredited college or university; or related experience in construction management may be substituted for education requirements on a year-to-year basis. Five (5) years of experience in the construction of public infrastructure projects
  • Other combinations of formal education and experience may substitute for the minimum qualifications.
  • Possession of a valid Class C Texas Drivers license
